The Kawempe Deputy Resident City Commissioner, Yasin Ndidde, has recognized the need to front the 6th pillar of the Parish Development Model (PDM)—the Parish Based Management Information System (PDMIS), saying that it is a key tool for accountability.
He said that the first batch of funds released cannot be traced and accounted for because the 6th pillar was ignored.
“The third pillar, which is financial inclusion, is the most talked-about pillar, yet it is one of the smallest. PDMIS, on the other hand, which is the most under-looked, is crucial because it helps with accountability,” Ndidde said.
The Deputy RCC said this on June 24, 2024, while inaugurating a PDM data capture training exercise spearheaded by the Internal Security Organization (ISO) at Makerere University.
He urged the Gombolola Internal Security Officers (GISOs), who will be capturing the data, to execute the task with the utmost accuracy because it will help in the data management of beneficiaries.
Ndidde emphasized that GISOs should work wholeheartedly to make sure that the data capture exercise is successful, which will in turn give credibility to PDM and the ruling government.
According to Ndidde, capturing PDM beneficiary data will help in sensitizing Ugandans who are ignorant about PDM and aid the government in decision-making and planning for citizens.
“There are so many people who do not know that PDM exists, so with this tool, information can be collected, galvanized, and packaged for Ugandans and the government to consume,” he added.
Capt Johnson Tashobya, the Regional Internal Security Officer (RISO) of KMP North, urged GISOs to avoid extortion and community politics while capturing beneficiary data.
He called for coordination and teamwork among GISOs and the community if the data is to be captured accurately.
“We should strive to be a better agency in the eyes of Ugandans, the government, and the president, who is the sole proprietor of PDM,” Capt Tashobya said.
The data capture will accomplish the sixth pillar of the PDM, the Parish Based Management Information System, and it will be captured on the Zaidi App, an ISO-developed program meant to collect data, ensure accurate information, monitor resource utilization, and digitally capture the physical addresses of participating homes and their projects.
