Newly appointed Inspector General of Government (IGG), Lady Justice Anne Muhairwe Naluzze, has outlined a set of firm leadership principles and strategic priorities at the core of the Inspectorate’s renewed anti-corruption drive.
Addressing staff at the Inspectorate of Government headquarters on December 1st, 2025, Justice Naluzze said the three principles; integrity, professionalism and teamwork mirror the institution’s own values and must define the conduct of every officer.
“There is no way we can move forward as an institution if we do not uphold these principles. Live by example and do not engage in corruption,” she said.
Justice Naluzze explained that the Inspectorate must deploy stronger and more strategic interventions to counter increasingly sophisticated corruption schemes.
“As the corrupt devise new tactics, we must be at the top of our game and expose them. My focus will be on prosecutions… because I know this will inflict more pain on the corrupt,” she stated.
The IGG rallied staff around the new Five-Year Strategic Plan (FY2025/26–2029/30), describing it as a transformative blueprint for enhancing transparency, accountability and public trust. She urged all departments to align their work with the plan.
“This plan is not merely a roadmap. It is a renewed commitment to act boldly, impartially and decisively in the fight against corruption,” she added.
Justice Naluzze called for innovation, efficiency and prudent use of available resources.
“We need to stretch the shilling and be more innovative in the execution of our duties,” she said.
She also reaffirmed her commitment to strengthening partnerships and mobilizing additional resources, noting the historic support extended to the Inspectorate by development partners.
Justice Naluzze revealed that the Inspectorate will implement several structural adjustments in the coming weeks to improve efficiency and service delivery. She encouraged staff to embrace the changes as part of the institution’s ongoing reform efforts.
