President Yoweri Kaguta Museveni has guided residents in the Rwenzori sub region to invest Parish Development Model (PDM) funds wisely, emphasizing their role in eradicating poverty and boosting the money economy.

Addressing a public rally at Kishwaba Primary School grounds in Kitagwenda District on Wednesday, April 14, 2025, Museveni urged citizens to take full ownership of PDM funds and cautioned against mismanagement and theft.
“This money belongs to the people and should be closely monitored to ensure it truly transforms lives,” Museveni said.
Museveni highlighted that while infrastructure such as tarmacked roads is essential, it alone cannot eliminate poverty.
“Even along the Fort Portal–Kasese road which is tarmacked, people remain poor. Wealth must be created through farming and enterprise,” he added.
The President advised against prioritizing new administrative units like districts or cities, suggesting that available resources should instead empower the poor to join the money economy.
Earlier in the day, Museveni commissioned the Rwenzori Presidential Industrial Hub in Mubuku Town Council, designed to provide vocational training for youth and complement formal education.
He also inaugurated road infrastructure projects valued at Shs53 billion under the Uganda Support to Municipal Infrastructure Development (USMID) program.
President Museveni concluded his Rwenzori sub region tour on Wednesday and is set to begin his visit to the Tooro sub region on Thursday, April 15, 2025.
