The National Resistance Movement (NRM) presidential candidate, President Yoweri Kaguta Museveni, on Wednesday 12th November 2025 announced multi-billion development plans for Bukedi sub region.
The plans focused on delivering massive wealth creation initiatives, and infrastructural expansion in the region.
At both rallies held at Pallisa District Grounds and Butebo Town Council Grounds, President Museveni highlighted achievements in infrastructure, education, health, energy, and community development, while outlining a fresh social-economic roadmap for the next term.

“We are not here to experiment. We already have the formula for transforming Uganda, peace, infrastructure, and wealth creation. What remains is full participation of every household,” Museveni declared, drawing thunderous cheers from NRM supporters clad in yellow.
The President revealed that under the Parish Development Model (PDM), Pallisa and Butebo have already received over Shs46.4 billion, empowering thousands of households to engage in commercial agriculture and enterprise growth.

In Pallisa, Museveni disclosed that Shs27.7 billion had been released, with 98.2% disbursed to 27,343 households. In Butebo, Shs18.7 billion was released, benefiting 18,516 households almost half of all families in the district.
“This is money meant to awaken the sleeping giant, the village economy. When we say prosperity for all, this is what we mean,” Museveni emphasized.
He cautioned local leaders against misusing PDM and Emyooga funds, saying his next term will focus on strict accountability and performance-based leadership.
Museveni hailed NRM’s record in transforming Bukedi’s road and electricity networks, saying the government has opened up every district in the sub-region to national markets and trade.
In the next kisanja, Museveni promised full electrification of 13 Sub-Counties in Pallisa and 11 in Butebo, ensuring no village remains in darkness.
“Electricity is not for light alone, it is for factories, welding, milling, carpentry, and jobs. That is how you fight poverty sustainably,” the President told the crowd.
In the education sector, Pallisa now boasts 76 government primary schools, 9 secondary schools, and 3 seed schools under construction, while Butebo has 31 government primary and 5 secondary schools, with an additional seed school underway.
Museveni pledged to close the education gap by constructing more seed secondary schools and upgrading teacher housing and science laboratories across the region.
The President commended NRM’s health coverage expansion, noting that Pallisa already has 14 HCIIIs and one hospital, while Butebo has one HCIV and five HCIIIs.
He announced government plans to upgrade Obutete, Kaukura, and Limoto HCIIs to HCIII level in Pallisa, and Putti, Nasuleta, and Kadokolene HCIIs to HCIII in Butebo — moves expected to bring healthcare closer to over 500,000 residents.
In the water sector, Museveni said Pallisa’s safe water coverage stands at 96%, while Butebo has reached 87%, with ongoing piped water and irrigation projects aimed at both domestic use and agricultural productivity.
Highlighting youth empowerment, Museveni praised the success of Presidential Industrial Hubs, including the Bukedi Regional Hub in Kibuku, where 927 young people have already been skilled in welding, tailoring, bakery, carpentry, and construction.
“Every young person trained is a potential employer, not just a job seeker. That’s the future Uganda we are building,” he said.
He promised to expand these hubs and link graduates to government contracts and private sector opportunities.
The rallies in both districts drew tens of thousands of enthusiastic supporters, signaling NRM’s firm grip on Bukedi.
In the 2021 elections, Museveni secured 64.89% in Pallisa and 65.7% in Butebo, a margin he aims to widen in 2026.
“We have laid the foundation. In the next term, we must now harvest the fruits of our labour,” he said, before proceeding to greet supporters who thronged the campaign grounds.
The President is expected to continue his Bukedi campaign trail with rallies in Kibuku, and Budaka on Thursday.
