The National Resistance Movement-NRM party presidential candidate, President Yoweri Kaguta Museveni has vowed fierce assault on corruption within local government ranks, fresh directives to ensure that landslide victims in Bugisu and Sebei sub regions are immediately compensated and resettled.
While concluding his campaign tour of Bugisu sub region on Monday, 10th November 2025 in Mbale City, president said rallied residents of Bugisu Sub-region to protect the peace and progress ushered in by the National Resistance Movement (NRM) over the past four decades, saying development can only flourish under stability and unity.
Speaking to thousands of passionate supporters at Mbale Secondary School Grounds, Museveni described Bugisu as Uganda’s emerging industrial belt, crediting the National Resistance Movement (NRM) for turning the once sleepy town of Mbale into a manufacturing powerhouse.
The President announced that the Mbale Industrial Park, which he personally lobbied for and protected from foreign takeover, has already attracted more than 40 factories and will soon expand to accommodate over 200 industries, creating thousands of jobs for youth.
“You now have roads, electricity, peace and factories. The era of subsistence farming is over. Use these opportunities to create wealth in your homes,” Museveni declared, pointing at the gigantic structures in the industrial park.

Museveni issued a stern directive against school administrators who continue to charge illegal fees in government-funded schools. He ordered district leaders and security agencies to arrest any head teacher demanding money from UPE or USE parents.
“Government pays everything. If a head teacher is extorting money from parents—arrest them,” Museveni said, triggering chants of “No more corruption!” from the crowd.
From Mbale, the NRM presidential flag bearer climbed into the tough terrain of Sebei sub region from Bukwo District, where supporters lined the steep hillsides, draped in yellow regalia, waiting to welcome him.
At Amana SS Grounds, in Bukwo district, Museveni urged residents to focus on wealth creation, unveiling major irrigation and water-for-production plans to address persistent droughts and low yields in Sebei.
“Bukwo has fertile land and hardworking people, but you depend on rain. We are bringing irrigation so that farming becomes business—not gambling,” Museveni said.
President Museveni announces key pledges in Bukwo including the construction of large-scale irrigation schemes to support commercial farming, upgrading Bukwo Health Centre IV into a fully-fledged General Hospital.
He also directed increased investment in youth skill development through the Presidential Industrial Hubs, noting that unemployed youth simply lack practical skills.
“Give me six months with these youths. I will turn them into skilled, useful citizens,” Museveni promised.
While residents cheered the pledges and ongoing projects, they raised concerns about local corruption and misuse of government funds.
Museveni assured them he would not tolerate district officials sabotaging development by eating public money.
The pledged to upgrade Kapnandi HCII in Kapnandi Town Council to a HCIII, uprade Kamet HCII in Kamet Sub-County to a HCIII, upgrade Kapsarur HCII in Kapsarur Sub-County to a HCIII, and construct new HCIIIs in Riwo, Kabei, Senendet, Bukwo and Suam Sub-Counties.
“Peace is good, development is good but you add another word, wealth is personal. Development is ours, you can have tarmac road but remain poor, that’s why we have been telling you to concentrate on wealth creation in order to deal with poverty,” Museveni said.
“Focus on wealth creation with mathematics. Those who have listened to our wealth creation messages are doing very well. I recently visited Ijala in Serere district, I found him now earning over Shs6 million daily from the two and a half acres of land. You people of Sebei, when I came from the bush, I got you growing maize, this takes 9 months, engage in wealth creation by selecting the right enterprises like poultry, diary, fruits like apple, piggery among others,” Museveni said.
On Tuesday, 11th November 2025, President Museveni will address two rallies in Kween and Kapchorwa districts and later conduct a media briefing with local journalists from the Sebei region.
