President Yoweri Kaguta Museveni has called on leaders from the Tooro sub-region to shift their attention from administrative expansions and instead focus on boosting household incomes as a strategy to combat poverty.
Addressing leaders on Saturday, May 17, 2025, at Humura Secondary School playgrounds in Kyegegwa District, President Museveni emphasized that the transformation of Uganda’s economy must begin at the household level, noting that secondary concerns like the creation of new administrative units should not overshadow the core goal of wealth creation.

“While infrastructure development is important, the transformation of livelihoods begins with boosting household incomes. All leaders should emphasise wealth creation because it will reach every home,” Mr. Museveni said.
The President’s remarks came as part of his ongoing tour of the Tooro sub-region to assess the implementation of the Parish Development Model (PDM), the government’s flagship programme aimed at eradicating poverty through bottom-up economic transformation.
Museveni said that with peace and security already in place, the next step is ensuring that families have productive means to generate income.
He urged leaders to become active agents in mobilizing communities towards enterprise, productivity, and access to PDM funds.
Responding to concerns over the deteriorating state of roads in the region, the President directed the Ministry of Works and Transport to begin immediate rehabilitation of key strategic roads.
He reaffirmed the government’s commitment to improving infrastructure as a complement to economic development.
During the meeting, several leaders from Tooro also endorsed President Museveni as the sole candidate for the next presidential elections, citing his consistent support for rural development and economic transformation.
The President is expected to continue his tour on Sunday with a public rally in Kitagwenda District, where he will mobilize local communities to embrace wealth creation initiatives under PDM.
