
President Yoweri Kaguta Museveni has issued sweeping directives aimed at resolving long-standing land conflicts in Kapchorwa district and crushing corruption networks in Kween district.
Addressing thousands of supporters at Kapchorwa Booma Grounds, Museveni ordered the Office of the Prime Minister (OPM) to pitch camp in Kapchorwa until the boundary dispute between Mt. Elgon National Park and communities is solved.
“I thought the boundary issue had already been resolved. The Prime Minister and her team must stay here in Kapchorwa and settle it immediately,” Museveni commanded, sending the crowd into loud applause.
The President said the dispute had stalled development and community use of land, promising permanent resolution and government protection of people’s livelihoods.
In a move that sent excitement through the region, Musveni announced that the restocking programme initially rolled out in Lango, Acholi, and Teso will now be extended to Bulambuli, Abim, and the entire Sebei sub–region, all of which suffered massive livestock raids in past decades.

“Every home will be given five cows to restore wealth. We must rebuild household prosperity,” the President emphasized.
For landslide-prone areas, Museveni said government has agreed to give affected families two acres of land and Shs10 million as resettlement support. He added that a national conference will be held after elections to plan relocation of vulnerable communities to safer urban areas.
In Kween district, during a rally at Binyiny Primary School Grounds, Museveni launched an aggressive anti-corruption campaign targeting officials accused of stealing Parish Development Model (PDM) and road funds.
Using an open Barraza format, Museveni demanded accountability from the Resident District Commissioner (RDC), Rtd. ASP Hope Atuhaire.
In what left the crowd stunned, Atuhaire revealed: “Leaders are stealing PDM money using cards of dead people. I have recovered Shs35 million and seven leaders are already on remand. Road funds were also eaten by engineers. Even NRM party money—Shs47 million was stolen.”
According to RDC Atuhaire, engineers in Kween district swindled money meant to procure sand, culverts, aggregates among other materials, this resulted in a syndicate fight against her office when she confronted the group.
A visibly furious Museveni ordered immediate investigation deploying his auditors in Kween district to ascertain how the group repeatedly stole public funds without being netted.
“All those involved must be arrested, prosecuted, and must refund every shilling. I am sending auditors immediately.”
He warned that NRM would not shield thieves, saying the new campaign phase prioritizes service delivery, transparency, and wealth creation.
Kapchorwa district has made major gains under the NRM social–economic transformation programs:
Under Parish Development Model (PDM), the district received Shs17.9 billion with 95% already disbursed to beneficiaries, and Kapchorwa Municipality received Shs8.2 billion, disbursing 92.8% to households.
Acording to President’s statistics, under Emyooga Funds, government released Shs1.49 billion to 36 SACCOs with 25,226 members boosting enterprise development across the district.
Currently, the district has a total 40 government primary schools with 31,253 pupils enrolled under UPE, 08 government secondary schools with 4,416 students, and the government will soon begin the construction of three new seed secondary schools starting soon.
President said under health sector, the government has planned to upgrade Kapchorwa district hospital to a general hospital, upgrade Amukol HCII and Chepterech HCII to HCIII level.
The President will on Wednesday 12th November 2025 kick off his campaign trail in Bukedi sub region from Pallisa and Butebo districts.
