Museveni Shakes Greater Mukono, Showers Millions on PDM Hustlers

The Parish Development Model, launched in 2022, remains a cornerstone in Uganda’s war against poverty and is designed to help transition millions from subsistence farming to the money economy by supporting enterprise development at the parish level.

President Yoweri Kaguta Museveni has urged Ugandans still engaged in subsistence farming to join the money economy through government wealth creation programmes such as the Parish Development Model (PDM) and Emyooga.

The President made the remarks on Thursday, June 19th 2025, during his ongoing tour of the Greater Mukono sub-region, which includes Mukono, Kayunga, Buikwe and Buvuma districts.

The tour is aimed at assessing the performance of PDM and directly supporting beneficiaries who have embraced commercial agriculture.

“Nobody should be left behind. Uganda is progressing and we will support those who are serious about fighting poverty,” President Museveni said.

While visiting Buyego Cell in Buvuma District, the President interacted with Muhereza Wako, a PDM beneficiary who used his Shs1 million grant in 2023 to buy a cow and invest in banana, coffee, and small-scale maize processing.

To scale up his work, President Museveni extended Shs12 million to help him acquire more land, Shs6 million to the area LC1 chairperson to purchase a motorcycle and Shs1 million each to 10 other PDM beneficiaries present.

In Meru Cell, still in Buvuma, the President also supported Edward Mubiru, a large-scale farmer with 60 acres of land, 20 cows, and five acres of coffee and banana, with Shs12 million as a deposit for a double-cabin pickup to transport goods, Shs1 million each to 10 additional PDM beneficiaries and Shs20 million to Buganda Kingdom in support of the Buvuma County Masaza football tournament.

In Mukono District, Museveni visited Harriet Nampa, a PDM success story who started a piggery project and later expanded into dairy farming after getting funding from PDM in 2025.

The President supported her with Shs12 million for a tricycle to transport animal feeds, Shs60 million to acquire one acre of land for expansion and pledged to construct communal solar-powered water system for her farming community

Museveni cautioned local residents and leaders against the mismanagement of public funds, saying the power to remove non-performing PDM committee members lies with the people.

“If your PDM committee is misusing money, don’t wait for me. Remove them. These funds belong to the people,” the President emphasized.

On Friday, June 20th 2025, President Museveni is expected to commission a Skilling Hub in Kayunga District and later hold a regional leaders’ meeting in Mukono to discuss performance and accountability in PDM implementation.
