Museveni Retains Justice Byabakama, Appoints four New members in EC

Justice Simon Byabakama Mugenyi, the reappointed head of the Electoral Commission

President Museveni Yoweri Kaguta has reappointed Justice Simon Byabakama Mugenyi as head of the Electoral Commission and appointed four other new members to oversee the 2026 general elections.

In a letter addressed to the Speaker of Parliament, Rt. Hon Anita Among Annet, the president reappointed Byabakama and his deputy, Hajjat Aisha Lubega and Stephen Tashobya, and appointed the other four new members.

“In exercise of the powers vested in the President by Article 60(1) of the 1995 Constitution, I have appointed the persons listed below as Chairperson, Deputy Chairperson, and Member of the Electoral Commission,” respectively: Justice Simon Byahakama Mugenyi Chairperson, Hajjati Aisha Lubega, Deputy Chairperson, Stephen Tashobya, Dr. Sallie Simba Kayunga,Anthony Okelo, Pamela Etonu Okuti, and Robert Kasule Sebunya read the letter in part,” President Museveni added.

Justice Simon Mugenyi Byabakama has over 35 years of experience in legal practice and the administration of justice. He holds a Bachelor’s Degree in law from Makerere University and a Diploma in Legal Practice from the Law Development Center.

He was appointed Chairperson of the Electoral Commission in November 2016 for a seven-year term, and his term, along with the others, expired on Sunday, January 7, 2024.
