Museveni Pledges to Create Special Spy Network to Curb Drug Theft, Boosts Dev’t Plans in Lango

President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) presidential candidate, has promised to institute an independent spy network to track and curb the theft of drugs from government health facilities if re-elected in the 2026 general elections.

Addressing a massive campaign rally at Amolatar Senior Secondary School grounds in Amolatar District, Lango Sub-region on Tuesday, Museveni said that despite Uganda’s significant achievements in disease prevention through initiatives like immunization, gaps in curative care persist due to widespread theft of medicines, a problem his next administration intends to end.

“We are going to build an independent network to monitor those who steal medicines from public health facilities. This vice undermines the health sector’s progress and must stop,” Museveni told the cheering crowd.

The president also outlined a series of development commitments aimed at accelerating socio-economic transformation in Lango. He announced plans to tarmac key roads in the sub-region, including Dokolo–Namasale and Ocero road, to improve connectivity, trade, and service delivery.

Museveni further revealed a comprehensive plan to enhance fisheries management and wetland utilization for increased productivity, highlighting the revival of the Limoto Fishing Scheme in Pallisa District as an example of what his government intends to replicate elsewhere.

In the education sector, Museveni pledged to construct a government primary school in every remaining parish and a secondary school in each sub-county.

He also announced plans to recruit over 50,000 teachers to address staffing gaps, end extortion in public schools, and strengthen the government’s affordable day schooling policy.

The president said his government will introduce new targeted support funds for various informal sector groups such as fishermen and boda boda riders, complementing existing initiatives like the Parish Development Model (PDM) and Emyooga programs.

Museveni also commended residents of Amolatar and the wider Lango Sub-region for embracing his cattle restocking plan, which provides five cows per household as part of recovery efforts from the impacts of the LRA insurgency and cattle rustling.

Top NRM leaders, including Speaker of Parliament Anita Among, NRM Vice Chairperson for Northern Uganda Denis Hamson Obua, and Amolatar District NRM Chairperson Kamilo Olwit, rallied voters to back Museveni and all NRM flag bearers, citing the party’s record in restoring peace, improving infrastructure, and transforming social services.

“The restoration of peace and clear focus on wealth creation have lifted thousands of people in Lango out of poverty. That is why we must consolidate these gains by re-electing President Museveni,” Obua said.

Museveni’s rally in Amolatar marked the start of his campaign trail in the Lango Sub-region, as part of his nationwide drive ahead of the 2026 general elections.
