President Yoweri Kaguta Museveni has pledged major infrastructural expansion across the Tooro sub-region, promising roads, electricity and industrial growth as cornerstones of the NRM’s agenda for the next term.
Addressing thousands of supporters at Kayombo Primary School Grounds in Kitagwenda on Saturday, 6th December 2025, the NRM presidential candidate announced that government had secured funding to upgrade the long-awaited Kitagwenda–Kamwenge road.

“In terms of electricity, Kitagwenda is already connected to the national grid. In the next Kisanja, the government will extend electricity to Kicheche, Bukurungo Town Council, Kakasi and Ruhunga Sub-counties,” Museveni said.
In a dramatic moment during the rally, Bruhan Sserunga, father to presidential candidate Mubarak Munyagwa openly urged the people of Kitagwenda to vote for Museveni.

Sserunga thanked the President for supporting him under the civilian veterans’ programme and called on locals to reward Museveni for delivering unprecedented peace.
“Uganda has enjoyed stability that was never seen in past regimes. Support President Museveni so he can complete the programmes he has promised,” Sserunga said.
Kitagwenda District currently has 68 government-aided primary schools and seven secondary schools.
Museveni said more will be added as government continues expanding social infrastructure.
The President also commended Local Defence Units for securing the district against ADF threats, noting that their vigilance had preserved peace even as instability persisted in neighbouring areas.

He highlighted ongoing interventions including full grid connectivity, improved security, and renewed efforts to stimulate household incomes.
Citing success stories under the Parish Development Model, Museveni mentioned Tumusiime, a beneficiary who used shs 1 million to start piggery after more than 60 years without livestock. He urged residents to embrace commercial agriculture through the four-acre model introduced in 1996.
On industrial growth, the President pledged to establish a coffee processing plant in the region and reminded residents of the vast job opportunities emerging from private ventures and national industrial parks such as Mbale, Namanve and Nakaseke.
Museveni also reiterated commitments to compensate ADF war claimants and support Kitagwenda schools whose trucks were destroyed during the 1986 war.
Earlier, Speaker of Parliament and NRM Second National Vice Chairperson (Female), Anita Among, informed the President that the loan for the Kitagwenda–Kamwenge road, approved in 2024, had now been fully secured, clearing the way for construction to begin.
With new infrastructure, strengthened security and expanded wealth-creation programmes, Museveni urged the people of Tooro to back the NRM to protect the gains and accelerate regional transformation.
