Museveni Promises Major Health Infrastructure Upgrade in Bukwo District

President Yoweri Kaguta Museveni has pledged to expand and upgrade health facilities in Bukwo District, promising a major boost to healthcare access across the Sebei sub-region.

While addressing thousands of supporters at Amanang Secondary School playgrounds on Monday, 10th November 2025, during his campaign rally, the President reaffirmed the government’s commitment to ensuring that every Ugandan can access medical care without traveling long distances.

“Health services must be near the people. Nobody should walk long distances to access medical attention. That is why we are expanding health infrastructure across the country,” President Museveni said.

He announced that Bukwo Health Center IV will be upgraded to a General Hospital, while Kapnandi, Kamet, and Kapsarur Health Center IIs will be elevated to Health Center IIIs.
In addition, new Health Center IIIs will be constructed in Riwo, Kabei, Senendet, Bukwo, and Suam sub counties.

Bukwo District, which has 21 sub-counties, currently has one Health Center IV and 12 Health Centre IIIs, leaving eight sub-counties without any health facility. The planned upgrades and new constructions aim to close that gap.

President Museveni said the interventions form part of a broader government initiative to strengthen primary healthcare and ensure that every sub-county in Uganda has at least one fully functional health facility.

He further noted that the upgrade of Bukwo Health Centre IV to a General Hospital will reduce referrals to Kapchorwa and Mbale, easing congestion at regional hospitals.

Local leaders in Bukwo welcomed the President’s announcement.
Abubaker Nyandani, the Bukwo District NRM Chairperson, commended the move and urged government to fast-track the projects.

“Bukwo still faces a shortage of health facilities and medical personnel. Upgrading our health centres will greatly improve access to maternal and emergency care,” Nyandani stated.

The President also tied the health initiatives to the government’s broader socio-economic agenda, emphasizing that better health empowers communities to be more productive under the Parish Development Model (PDM) and other wealth creation programs.

Beyond health infrastructure, President Museveni highlighted progress in education, promising that every parish will have a primary school and every sub-county a secondary school.

He reaffirmed his government’s commitment to free education, first introduced in 1996, and expressed concern about illegal charges in government schools.

The rally in Bukwo was part of President Museveni’s ongoing campaign tour of the Sebei sub-region, where he has been addressing issues of healthcare, education, disaster response, and economic empowerment.

“Peace, development, and good health go hand in hand. We are building a healthy and prosperous Uganda for all,” he said.
