
President Yoweri Kaguta Museveni has directed security to enhance surveillance to stop the rampant livestock theft in the Bunyoro sub region.
While addressing leaders from the Bunyoro at the Uganda Petroleum Institute Kigumba in Kiryandongo on Thursday, 20thMarch 2025, the president tasked the Inspector General of Police, IGP Abbas Byakagaba, to ensure urgent security surveillance within the region.

The president’s decision stemmed from complaints raised by the leaders regarding the theft of livestock, which they say is threatening economic prosperity in the area.

According to President Museveni, theft of livestock can still be cracked down on using human security apparatus even when cameras are not yet installed in all the areas.
He also advised Bunyoro local leaders to promote wealth creation and development using government support.
“I addressed the leaders of the Bunyoro sub-region and, having listened to their memorandum, I advised them to plan for development in their areas based on the available resources.

He said Uganda’s long journey to its current development is strategically based on the available resources over time, which is why the government has steadily managed to achieve real development.
“Now, we need to address the issue of free education. We are at risk due to the high dropout rates among our children, right from primary school. While several strategies may make developmental sense, I strongly believe that free education for all, PDM, and the Emyooga are critical programs for achieving socio-economic transformation. These initiatives involve everyone and can drive progress for our society,” said the president.
In their joint memorandum, Bunyoro leaders acknowledged both the government’s and President Museveni’s commitment to supporting the development of the area.
They further applauded him for the current good roads network and requested the government to ensure that Bunyoro Public University is fast-tracked to support the education in the area.
The leaders also reminded the president to address the issue of land eviction, compensate wildlife invasion victims, and deliver pending President Museveni to Bunyoro to assess the implementation of the Parish Development Model (PDM) and other wealth creation programs.
