Museveni Louds NRM Gains, Issues Transformational Directives in Butaleja and Tororo

President Yoweri Kaguta Museveni on Friday conducted a high-energy campaign swing through Butaleja and Tororo districts with a loud declaration that the next phase of Uganda’s transformation will focus on finishing the national infrastructure backbone, boosting agricultural productivity and consolidating peace-driven development.

Addressing thousands at Booma Grounds in Butaleja, Museveni praised the district for what he called quiet but remarkable progress in key service sectors.

He lauded leaders and residents for attaining 94% safe water coverage, with 418 out of 443 villages now accessing clean water, one of the highest rates nationally. Electrification, too, has expanded, with all sub-counties connected except a few headquarters due for imminent completion.

The President further pointed to significant improvements in healthcare, noting the district hospital, a functional Health Centre IV and 11 Health Centre IIIs. Only two sub-counties remain without upgraded health facilities an issue he pledged would be addressed under the new manifesto’s health infrastructure pillar.

A major highlight was Butaleja’s success in irrigation farming, particularly at the Doho and Walala schemes. Museveni emphasized that organized water usage has boosted rice yields, generating up to Sh5 million per acre after costs.

He urged farmers to expand into the four-acre model, combining cash crops, livestock and fish farming for stable household income.

On long-delayed roads, the President issued a strong directive that the Nabumali–Butaleja–Namutumba and Tororo–Nagongera–Busolwe Roads must now move to execution, with funds secured and contractors already identified.

He blamed earlier stagnation on “budget overloading,” calling for disciplined prioritization by leaders.

In Tororo, where Museveni was greeted by a rain-soaked but resolute crowd at Lions Park, the NRM candidate outlined key achievements in peace, stability and empowerment—particularly for women and youth.

He applauded the region’s political harmony and reiterated government’s resolve to complete administrative adjustments related to district boundaries and Tororo City status and promised to check with the Attorney General to ensure all legal frameworks are finalized.

The President also announced upgrades of Malaba, Lyolwa and Paaya Health Centre IIIs to Health Centre IVs, alongside improvements to 19 Health Centre IIs.

He stressed that no sub-county should remain without a public health facility under the 2026–2031 plan.

Road infrastructure once again featured prominently, with Museveni confirming government funding for the Tororo–Nagongela–Kisoko–Busolwe–Busaba Road and ongoing works on the Busia–Tororo route—essential arteries for trade and market access.

He also fired a warning against persistent school fees in government schools, calling them a “danger to the future of children” and hinting at imminent policy action within the NRM.

With district leaders including Speaker Anita Among and NRM vice chairpersons pledging unwavering support, Museveni closed the rallies with a call for unity and continuity.

President is expected to campaign in Busia town as he wrap up Bukedi sub region. He will later enter Busoga sub region where he will campaign in Bugiri district.
