Museveni Fires Kisaka, Other KCCA Top Officials over Kiteezi Landfill Disaster

On August 10, 2024, over 22 lives were lost, families displaced, and property distroyed as a result of the Kiteezi landfill disaster from the garbage collection site that covered several homes, which the public attributed to the incompetence and laxity by the KCCA management.

President Yoweri Kaguta Museveni has fired the Executive Director of Kampala Capital City Authority (KCCA), Dorothy Kisaka, together with other top KCCA officials following an Inspector General of Government’s (IGG) report on the Kiteezi landfill disaster.

In a statement released on September 24, 2024, by the Presidential Press Unit, President Museveni said that it was a decisive response to the findings of the IGG’s report concerning the Kiteezi Landfill disaster.

“The President has exercised his constitutional authority under Article 172(1)(a) of the 1995 Constitution to dismiss several key officials of the Kampala Capital City Authority (KCCA) in the public interest due to significant evidence of criminal negligence,” the statement read in part.

Other top KCCA officials dismised by the president include Kisaka’s deputy, Engineer David Luyimbazi, and Dr. Daniel Okello, the Director of Public Health.

According to the presidential statement, the IGG’s report clearly outlined the severe oversight and negligence exhibited by the dismissed officials.

“In light of these findings, the President has called upon the Criminal Investigations Department (CID) and other crime management agencies to thoroughly investigate the matter further, focusing on the angle of criminal negligence associated with this distressing event,” the statement read.

President Museveni noted that this is to ensure a swift transition in leadership. He, therefore, directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, with a goal of appointing new officials within three months.

Additionally, the Minister for Kampala was tasked with advising the President on the interim appointments for the crucial positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place.
