
President Yoweri Kaguta Museveni on Tuesday ignited political discussion across Kabale and Rukiga districts as he pushed the National Resistance Movement (NRM)’s 2026 message of wealth creation, improved public services, and disciplined leadership.
On Tuesday, 25th November 2025, the NRM candidate kicked of his activities from Kamwezi grounds in Rukiga district where he addressed a fully packed rally, filled with thousands of energized supporters draped in yellow, who blended celebration.
With hard political directives aimed at rejuvenating household incomes and strengthening local governance structures, president Museveni warned against internal dispute among leaders of the ruling NRM party.
Museveni noted that commercial agriculture will create more jobs for the young people and promised intensified government support for coffee, dairy and potato value chains, sectors he said can rapidly turn Rukiga and Kabale into regional supply hubs.
He committed to expanding irrigation schemes to cushion farmers against unpredictable weather patterns that continue to affect harvests.
While at Kigezi High primary school grounds in Kabale Municipality, Museveni emphasized that the era of subsistence living must finally come to an end.
He reminded the crowds of the NRM’s long-standing investments in peace, infrastructure and education but insisted that individual transformation, not national statistics, is what will lift families out of poverty.
The NRM candidate ordered Resident District Commissioners (RDCs), Chief Administrative Officers (CAOs) and extension workers to get out of their offices and physically monitor wealth-creation activities in homes.
Museveni renewed his directive that every parish under PDM must ensure all eligible beneficiaries receive funds transparently, warning that any corruption in the programme would be met with severe consequences.
“We cannot allow a few undisciplined people to play with the future of entire communities,” he said, drawing loud applause.
On infrastructure, the President pointed at major road upgrades linking Kabale to Rubanda, Kanungu and Kisoro as a demonstration of NRM’s commitment to regional connectivity. He assured residents that the remaining road sections would be prioritized in the next term to support tourism inflows into the Kigezi highlands.

Museveni fired a stern warning at district leaders sabotaging government programs through political infighting, saying their actions are delaying service delivery and undermining the Movement’s image.
He tasked security and intelligence teams to monitor officials who frustrate PDM, Emyooga and youth livelihood funds.
Museveni ended his tours with a rallying call for unity, urging the region to close ranks and defend the NRM’s legacy built over nearly four decades.
He promised that his next term will focus heavily on wealth creation at household level, industrial expansion and strict accountability mechanisms to restore trust in government programs.
The former Prime Minister Ruhakana Rugunda while in Rukiga district praised President Yoweri Museveni for what he described as major improvements in Uganda’s health indicators, noting significant gains in life expectancy and reductions in infant mortality.
Rugunda made the remarks on Tuesday while addressing NRM supporters gathered at Rushebeya in Rukiga District.
“We should thank the President by giving all our votes to him. Even Fr Gaetano has agreed to vote for our candidate,” Rugunda told the crowd.
He said government-led health interventions, especially universal immunisation, had transformed the lives of Ugandans over the last decades.
“Life expectancy of Ugandans has gone up. It was at 43 years, now it is 68. This deserves appreciation,” he said.
Rugunda added that infant mortality had fallen sharply: “Years back the infant mortality rate used to be 122 deaths per 1,000 children. Now it is at 28 per 1,000.”
President Museveni will on Wednesday, 26th November 2025 campaign in Kanungu and Rukungiri districts.
