The Minister of State for Internal Affairs, Gen David Muhoozi, has emphasized the significance of scientific crime management and the role of forensic science in improving crime detection and investigation, stating that initiatives like offender rehabilitation, strengthening border controls, and community policing lower crime rates.
Gen Muhoozi made these remarks on Tuesday, November 19, 2024, at the 29th Joint Government of Uganda and Partners Access to Justice Review at Speke Resort Munyonyo.
In his speech, Muhoozi reaffirmed Uganda’s dedication to enhancing justice delivery, reducing crime, and addressing systemic challenges.
Muhoozi outlined the main areas of focus for the reforms, which would include strengthening Uganda’s Bill of Rights, improving the delivery of court services, and simplifying corporate procedures through promoting the “3Cs” of communication, coordination, and cooperation as fundamental to coexistence and progress.
He further emphasized empowering citizens to demand results within the justice system while ensuring equitable access to services.
Additionally, the minister stressed that the National Development Plan IV (NDP IV) would prioritize people-centered justice, economic growth, and social sector improvements.
“The ministry works closely with the National Planning Authority and institutional leaders to support initiatives that strengthen Uganda’s competitiveness for wealth creation, growth, and employment,” Muhoozi said.
He expressed optimism about the future of Uganda’s justice system under NDP IV, reiterating that addressing staffing gaps, improving prison conditions, and adopting modern crime management strategies would be key to achieving these goals.
