Ministry of Public Service Boasts of Enhancing Salary for Public Servants

The ministry asked for more funding to facilitate the implementation of different initiatives that could facilitate better government working systems for both the government and public servants.

The Ministry of Public Service has boasted of creating more jobs through different government ministries, projects, and wealth for public servants through the advocation of pay reforms and continued salary enhancement for all public servants, including the lower cadres.

Wilson Muruli Mukasa, the Minister of Public Service, made this statement while making his presentation during the National Resistance Movement (NRM) Manifesto week that was held on November 19, 2024, at the Office of the Prime Minister in Kampala.

Muruli revealed that the Ministry of Public Service is aligned to the NRM Manifesto-themed Creation of Jobs and Wealth for All, as it demands pay reforms and salary enhancements for all public servants, including the lower cadres.

“In the financial year 2024/25, we saw some public servants get increased salaries as promised by the ministry, including security forces. Those whose salaries were not increased should not worry because it is already in the pipeline. The government is looking for funds as the economy expands. This has enhanced the implementation of the manifesto as wealth has been created for the public servants,” he said.

He added that the ministry developed systems and technologies to curtail corruption tendencies and other false behaviors in the workplace, including absenteeism, stating that this will help to strengthen supervision of government officials using both administrative and political methods.

“We reformed government bureaucracy to ensure effective implementation of the ministry’s programs to minimize human-to-human contact in the delivery of services. We have also come up with electronic documents and records management systems and use technology to track the attendance of government officials. This has been implemented in seven ministries so far and 28 local governments,” Muruli added.

Victor Bua, the Commissioner of Compensation, highlighted the issue of ghost workers and corruption involved in recruitment processes in government, saying that the ministry has spearheaded the fight against ghost workers and come up with systems to make sure that quality staff are recruited to work for government.

“We have integrated the employee records to the payroll systems and then to the National Identification system to reduce the number of ghost workers. We have also started auditing all active employees and pensioners. This has helped us detect over 5000 irregularities that have been put off and sent to the CID for further investigations and prosecutions. We have also encouraged e-recruitment to avoid corruption in the recruitment processes,” he stated.
