“In the new Uganda, all police officers will have free health insurance so that their wives do not have to die while giving birth,” Kyagulanyi said.

The National Unity Platform (NUP) president, Robert Kyagulanyi Ssentamu,  has pledged to introduce free health insurance for all security officers if elected president in 2026.

Kyagulanyi, who returned to the Acholi subregion after spending nearly one and a half hours crossing Lake Kyoga aboard MV Kyoga, was received in Amolatar amid chants and praise from supporters.

While addressing a rally in Amolatar Town Council, on Wednesday, December 3rd, 2025, he said that a “new Uganda” would prioritize the welfare and dignity of all security personnel.

“In the new Uganda, all police officers will have free health insurance so that their wives do not have to die while giving birth,” Kyagulanyi said.

He added that his government would ensure that all soldiers and police officers earn decent salaries and live dignified lives.

Kyagulanyi criticized the current use of security forces, promising reforms aimed at preventing abuse of power.

“When I become president, I will never misuse the police or military. They will never again be ordered to torture Ugandans. Soldiers will be paid well, respected, and their children will study in the same schools as the children of ministers,” he stated.

However, Wednesday’s turnout was visibly lower than the crowds that typically attend NUP rallies.

According to party supporters, heavy overnight deployment of security forces discouraged many residents from showing up.

Alani Latigo, a NUP supporter in Amolatar, said the security presence created an atmosphere of fear.

“Last night there was heavy police deployment, and today morning people woke up to intense patrols. Some people were chased from the venue, but those who are here came despite the intimidation. The support is real,” Latigo said.

Kyagulanyi is scheduled to continue his campaign trail in Amolatar and Dokolo on Wednesday, before heading to Omoro and Oyam on Thursday. He will then campaign in Nwoya and Amuru on Friday and conclude his weekly activities in Adjumani and Gulu City on Saturday, December 7, 2025.
