The Electoral Commission (EC) has set March 13, 2025, as the date for the by-election to fill the Kawempe North Parliamentary seat.

Addressing journalists at Tick Hotel in Kawempe on January 27, 2025, EC chairman Justice Simon Byabakama officially announced the electoral program for the parliamentary and local government councils by-elections in Kawempe Division North Constituency.

He said that the elections will fill two key vacancies: the Directly-elected Member of Parliament for Kawempe Division North and the Directly-elected Councillor for Kazo-Angola Ward, Kawempe Division.

The commission mentioned an elaborate program for the polls with the candidate nominations set to take place from February 26 to February 27, 2025, as campaigns are scheduled to run from February 28 until March 11.

Before the voting day on March 13, Byabakama said that anyone who wants to be an election observer for the by-election needs to ask the commission for permission first.

During the same gathering that brought together representatives from various political parties, civil society organizations, security agencies, and local government officials, the Electoral Commission addressed critical concerns and ensured smooth preparations for the elections.

Byabakama emphasized the importance of transparency, fairness, and collaboration in the electoral process.

“We are committed to conducting free, fair, and credible elections. As we approach the by-elections in Kawempe, it is essential that we work together to ensure the integrity of the process,” Byabakama said.

The meeting also focused on addressing the logistical and operational challenges that may arise during the by-election.

Local stakeholders raised concerns about voter education, the timely distribution of materials, and the need for robust security to prevent election-related violence or intimidation.

In response, Byabakama assured them that the EC was already putting measures in place to ensure the electoral process runs smoothly.

He also called on all political actors to avoid divisive rhetoric and respect the rule of law, stressing that a peaceful election environment was crucial for the success of the process.

The stakeholders present expressed their appreciation for the EC’s efforts to involve them early in the preparations, which they believe will enhance the quality of the election and improve public confidence in the process.

Byabakama reiterated the EC’s commitment to ensuring that the elections are conducted in a transparent and inclusive manner, with all parties playing a role in safeguarding the democratic process.

The Kawempe North constituency goes for emergency polls after the area member of parliament, Muhammad Ssegirinya, passed away after prolonged illness and other health-related issues at Lubaga Hospital.

This by-election is to be conducted in accordance with the constitutional requirement to fill the vacancy within 60 days of notification by the Clerk to Parliament.
