Over two hundred fifty leaders from nine districts of Karamoja sub-region have been flagged off to attend an ideological orientation program at the Oliver Reginald Tambo Leadership School, Nakaseke to contribute to socio-economic transformation of Karamoja Sub-region.

The leaders comprise of Mayors, District Speakers, Local Council Five Chairpersons (LCVs), Local Council Three Chairpersons (LCIIIs) and Councillors.

Brig Gen Felix Busizoori, the 3rd Division Deputy Commander, flagged off the selected leaders at the 3rd Infantry Division Headquarters, Moroto Army Barracks on September 24, 2023.

Brig Gen Busizoori highlighted the importance of the ideological orientation program when briefing the leaders and their role in establishing peace in the Karamoja sub-region.

“I urge you to take this scheduled program seriously as it’s intended to enhance local leadership understanding skills, mindset change, teamwork, conflict management and harmonization of methods of work,” Brig Gen Busizoori said.

He reaffirmed that, the program package was created to fit the circumstances in Karamoja and urged leaders to take advantage of the chance to engage, participate in the debates, and exchange information that can contribute to socio-economic transformation in the Karamoja sub-region.

Col. Sam Ntambirwe, the Deputy Chief of Civil Military Cooperation, Col. Nelson Ahebwa, the Deputy Chief Political Commissar, and Senior Officers from the Division Headquarters were also in attendance.

Karamoja region has also suffered a history of poverty. The leaders during the program will therefore, attain skills to support government initiatives like the Parish Development Model (PDM) in order to help the area undergo socio-economic change.

In April 2022, during an operation led by the Uganda Peoples’ Defence Forces (UPDF), the Vice Chairperson LCIII of Napumpum sub-county in Kotido district, Longoli Aped was killed as he was leading a cattle raid in Napak district. This ideological orientation program is aimed at enabling leaders to know their role in establishing peace in the region.
