Kapchorwa RDC Directs GISOs to Ensure Strict Monitoring of PDM Program

The Internal Security Organization (ISO) kicked off a nationwide training program on June 13, 2024, targeting Gombolola Internal Security Officers (GISOs) across the country.

The Resident District Commissioner (RDC) of Kapchorwa, Deborah Mwesigwa Mugerwa, has directed the Gombolola Internal Security Officers (GISOs to monitor the implementation of the Parish Development Model (PDM in the Sebei region.

RDC Mugerwa made the directive on Friday, June 14, 2024, while launching the training of GISOs from the Sebei region being conducted by the Internal Security Organization on the data capture of PDM beneficiaries.

She urged the GISOs to act as “eyes on the ground,” with extreme vigilance, to ensure targeted beneficiaries are not subjected to extortion or unfair prerequisites to receive PDM funds.

Mugerwa emphasized that the data capture exercise is vital for directing PDM funds to the intended recipients.

She encouraged the GISOs to maintain a patriotic approach and avoid conflict of interest in the implementation process and monitoring of the PDM process.

Representing the team leader, Dr. Tony Apecu, Lt. Gilbert Ninsiima addressed participants, emphasizing the Parish Development Model (PDM) as the foundation of the government’s socio-economic transformation strategy.

Lt. Ninsiima explained that the PDM aims to empower all Ugandans to participate in the money economy, specifically targeting the 39% of citizens currently living in subsistence conditions.

The Zaidi App, designed by ISO, serves as a critical tool for streamlining data capture for program beneficiaries.

He added that this data capture exercise holds immense significance, and by leveraging the Zaidi App, the program will gather valuable information and feedback from beneficiaries on wealth creation initiatives and government service delivery. This feedback is essential for accelerating socio-economic transformation.

Sebei Regional Internal Security Officer (RISO), Capt. Matthias Mulumba, emphasized the critical role GISOs play in the project’s success.

He stressed the importance of their commitment, diligence, and fully executing their mandated duties to effectively support the government.
