The President of Uganda H.E Yoweri Kaguta Museveni in his speech of June 26, 2023, for the National Alternative Dispute Resolution Conference (ADR) held at Mestil Hotel in Kampala has applauded the Judiciary for exploring alternative mechanism of settling disputes.
The President’s speech was read by the Vice President H.E Jessica Alupo who represented him at the opening of a-two-day conference which was attended by members from the Judiciary, partners, among other key stake holders.
“I am happy to note that the Judiciary is beginning to explore alternative mechanisms of settling disputes,” President Museveni said.
“In the past, I have urged the Judiciary to examine the principles of the African Jurisprudence. What was the philosophy of law among the Africans, before the British introduced the current legal system?” The speech read in part.
The President added “We have not given sufficient attention to the fundamental questions, regarding the law, as it is now. However, I wish to emphasize that the legal system must be part and parcel of the organic body of the society.”
President Museveni noted that the law cannot be suspended in space and not rooted in the society, from which it is coming. He welcomed the efforts of the Judiciary to re-orient the Africanized institution.
“I therefore, welcome the efforts of the Judiciary to re-orient its philosophy from the colonial disposition of justice to a more Africanized institution that reflects the interests and values of our people,” he said.
However, the chief Justice Alphonse Owinyi Dollo who attended on zoom said that through ADR, there is a quick and timely resolution of disputes and therefore urged every Ugandan to make a robust embracement of ADR as a way of settling disputes.
