The Ministry of Information, Technology, and National Guidance, along with the Africa Freedom of Information Center and Twaweza East Africa, have urged government agencies and public offices to avail information to the public to create transparency and trust between the government and Ugandans.
This was confirmed on September 25, 2026, during a press conference at the Uganda Media Center, in preparation for the International Day for Universal Access to Information slated to take place on September 26, 2026.
While addressing the press, Gilbert Sendugwa, the Executive Director of Africa Freedom of Information Center stated that the theme of the 5th International Day of Access to Information, “Mainstreaming Access to Information and Participation in the Public Sector,” captures the essence of why access to information is crucial in promoting transparency, accountability, and meaningful citizen engagement.
“Access to information is not just a right but an essential pillar of a democratic society. Without information, citizens cannot fully exercise their rights, influence government decisions, and hold institutions accountable. I call upon the government to amend the Access to Information Act (2005) to align with the ACHPR’s Model Law on Access to Information for African Union Member States. This will help with meaningful citizen interactions with government,” he noted.
Sendugwa also called upon all stakeholders to take lead in what they are meant to do in order for citizens to be able to access public information without being harassed.
“We urge the government to train public officials on how they can avail information to the public and eliminate delays in processing information requests. The government should also engage in public education campaigns about citizens right to information,” he added.
“Uganda is an open country with freedom of speech and access to information. We are working on reducing the affordability of the Internet to access information. Government internet management will be handed over to Uganda Telecommunications to offer affordable Internet. We shall also engage citizens in digital literacy and skilling to the point that everyone can have access to information,” he stated.
Upon recognizing the significance of access to information, the 74th UN General Assembly proclaimed September 28 as the International Day for Universal Access to Information (IDUAI) at the UN level in October 2019.
