
The Judiciary of Uganda has concluded a two-day training program for High Court judges on electoral dispute resolution, aimed at strengthening institutional readiness ahead of the nation’s upcoming elections.
Organized by the Judicial Training Institute (JTI), the workshop took place at the Court of Appeal Building in Kampala and formally closed on Saturday, 20th December, 2025.
In her closing address, Principal Judge Lady Justice Jane Frances Abodo emphasized the timeliness and importance of the program.
“This training is timely and enriching. It has provided a comprehensive review of the constitutional and statutory framework governing elections, including the Parliamentary Elections Act,” Lady Justice Abodo said.
Key topics included jurisdiction, strict statutory timelines, evidentiary burdens, and effective case management which are critical procedural aspects of electoral lawsuit.
A highlight of the training was a practical simulation exercise, described by Lady Justice Abodo as an invaluable ‘dry run’ for judges who have not previously handled election petitions.
The exercise allowed participants to apply legal theory to realistic, complex scenarios mirroring actual electoral disputes.
She emphasized the High Court’s pivotal role as the first instance where evidence is tested and facts established, making its judgments foundational for subsequent appeals and essential to maintaining public confidence in the electoral process.
With 40 pre-election matters already pending and an expected surge in petitions after the polls, Lady Justice Abodo pointed out the heavy demands on judges to deliver impartial, procedurally accurate, and timely rulings.
The program also included facilitators from the Electoral Commission, who provided practical insights into the operational realities of organizing elections.
Lady Justice Abodo praised the dedication of participating judges, noting their willingness to attend during the festive season demonstrated a strong sense of duty and commitment to the cause of justice.
The successful completion of this training shows the Judiciary’s commitment to ensuring a fair, transparent, and credible electoral process.
By equipping High Court judges with the skills and practical experience to handle electoral disputes efficiently, the program strengthens public confidence in Uganda’s legal system and strengthens the integrity of the nation’s upcoming elections.
