GULU: Speaker Blocks Ssekikubo’s Censure Motion Against Parliament Commissioners

The Speaker of Parliament, Anita Among, has rejected attempts by Theodore Ssekikubo, the MP for Lwemiyaga County, to introduce a censure motion against four commissioners of Parliament.

The motion, which concerns the commissioners’ acceptance of Ugx 1.7 billion in service awards, was not included on the day’s order paper, prompting Ssekikubo to question its absence during the self-introduction session.

“As I was seeking signatures with my colleagues, we set up camp here in Gulu. So the people of Gulu have come back to you to show you that I never ended in shame. Their signatures were obtained,” Ssekikubo said.

However, Speaker Anita Among overruled him, emphasizing that the regional parliamentary sittings are for issues affecting the respective regions.

“Honorable Members, this session is devoted to the people of Northern Uganda and for us to discuss issues regarding the Greater North. We should learn to respect the matters at hand,” Speaker Among said.

The Speaker’s decision is rooted in a recent High Court ruling that deemed the service awards legal and justified, thus complicating Ssekikubo’s efforts.

In her response to Ssekikubo, she cited the principle of res-judicata, indicating that the court had already resolved the issues raised in the censure motion.
