Government has announced new targeted financing aimed at boosting market vendors and fishing communities across the country, as part of efforts to expand small-scale enterprises and improve household incomes.
Speaking at a presidential campaign rally at Works Playground in Entebbe Municipality on Monday Jan 5th 2026, the National Resistance Movement (NRM) Presidential Candidate, Yoweri Kaguta Museveni, said the new market funds will be accessed through the Uganda Microfinance Support Centre.
He explained that the initiative will offer affordable credit to market vendors nationwide to help them grow their businesses.

Museveni said the programme is designed to strengthen grassroots enterprises and widen income opportunities, a pledge that drew applause from supporters at the rally.
The NRM flag bearer also revealed plans to establish regional wealth creation funds to support sectors that have not fully benefited from existing government financing.
He said the funds will be rolled out under specific financing schemes and urged citizens to closely monitor their use to ensure accountability and value for money.
According to Museveni, the new initiatives will deliberately integrate various groups, including local leaders, fishing communities, ghetto youth, and other underserved segments of society. He further announced that government plans to increase Parish Development Model (PDM) funding to Shs300 million per parish in the next phase.
Addressing concerns from fishing communities, Museveni acknowledged that the current Shs1 million allocation under PDM is insufficient for fishing-related enterprises. He said government will introduce a dedicated fishing fund with higher capital, accessible within fishermen’s operational areas to reduce travel and logistical challenges.
The President also tasked residents of Wakiso District to actively supervise the utilisation of government funds to ensure they achieve their intended goals. He urged PDM beneficiaries to take ownership of the programme at parish level as a way of curbing corruption among officials.
Museveni further outlined key wealth and job creation opportunities for Wakiso District, including skills development and artisanship, smart eco-industrial factories, fish processing plants, peri-urban commercial agriculture, tourism, and real estate development.
He noted that these sectors present significant employment and income opportunities for the district’s fast-growing population.
The president also assured residents of Entebbe and Wakiso that government will fast-track the completion of major road projects, including the Kisubi–Nakawuka–Mpigi road, the Nakawuka–Nateete road, and other ongoing works, to enhance transport, mobility, and business activity.
On Tuesday, Jan 6th 2026, the NRM presidential flag bearer will campaign in Nansana municipality and Kawempe Division.
