President Yoweri Kaguta Museveni has tipped locals, including those who are seeking to benefit from the Parish Development Model (PDM), to report corrupt officials asking for bribes.
Museveni was addressing a huge crowd of locals at Mwizi Primary School Grounds, Mwizi Town Council, in Rwampara District on Thursday, 27th February 2025, during the PDM public rally.

“You should report every official demanding a bribe from you to benefit from PDM money. You should stay vigilant about PDM issues, particularly regarding reports of stolen funds,” Museveni said.
According to the president, PDM money is meant to empower locals to create wealth through various enterprises, including the famous four-acre model practice.

“Each parish receives 100 million shillings meant to help people avoid money lenders, and it’s crucial to protect this money. I thank the people of Ankole for embracing our message of transitioning to a money economy and focusing on wealth creation in the four sectors,” President Museveni told locals.
Museveni also cautioned PDM beneficiaries against misusing the fund, saying that those found guilty will face 10 months in prison and be required to repay the money through labor.
He was addressing journalists at his residence in Rwakitura, Kiruhura District, on Friday.
Museveni criticized individuals who divert PDM funds for personal use, such as drinking in bars.
“Drinking PDM money is wrong. We will arrest them and take them to government prisons, where they will work without pay until the lost funds are recovered through labor. You can’t take government money, drink it, and expect to go unpunished. You will pay through labor. A dog that steals pays with its back,” he added.
Accordingly, the president tasked the media with sensitizing PDM beneficiaries to be vigilant and not fear reporting any abuse of the fund.
