The government has issued new directives on the management of markets by the Kampala Capital City Authority (KCCA).

In the circular released on Tuesday, May 23, 2023, by the Minister of Kampala, Minsa Kabanda, the government directed that the administration and management of the markets within the city will only be executed by KCCA- appointed staff in the markets and accordingly deployed.

According to the guidelines, KCCA staff will carry out the duties of administration, sanitation and hygiene, revenue collection, law enforcement, and all other incidentals for the efficient running of the markets.

“Revenue collection in the markets is the work of KCCA staff only. Any unauthorized collection in markets by non-KCCA personnel is illegal, and anybody caught will face the harsh hand of the law. Vendors will pay for their utility bills, including electricity and water, as shall be billed from time to time,” reads the circular.

Minister Kabanda said the government has also disbanded all the vendors’ management committees that were appointed in the markets before, and they are not allowed to engage in any management, administration, or management of markets.

He emphasized that any person who deviates from the above roles will be treated in accordance with the existing laws and policies.

Minister Kabanda said that KCCA has also been directed to deploy a market master and administrator to all the markets, a public health officer who will handle cleaning, sanitation, and garbage collection, a market revenue collector who will collect all market revenues as guided by KCCA policies, public health meat inspectors for the case of city abattoirs, and a law enforcement team that will provide internal security for markets, assisted by Uganda Police.
