Deputy Commissioner General of Prisons, Samuel Akena, has called on prison officers enrolled in the Intermediate Command and Staff Course to uphold the highest standards of discipline throughout their careers.8
Speaking on April 30, 2025, at the Prisons Academy and Training School in Luzira, Akena emphasized that discipline is the foundation of professionalism and effective service delivery within the Uganda Prisons Service.
“Discipline is what has elevated our service to its current standards. It has fostered peace and stability both within the institution and across the country,” Akena stated.
He outlined several core values for officers to embody, including self-discipline, financial discipline, time management, patriotism, fairness, and personal appearance.
Akena also underscored the importance of prioritizing staff welfare and ensuring humane treatment of inmates. He guided officers on proper disciplinary procedures, responsible firearm handling, and maintaining respect for authority.
According to Akena, the training is designed to empower officers with the knowledge and skills needed to succeed in their roles and to strengthen a culture of discipline, integrity, and professionalism within the service.
His address comes as the Uganda Prisons Service continues to focus on capacity building and leadership development to prepare officers,both senior and junior; for emerging challenges and to uphold the institution’s mission.
