The Civil Society Budget Advocacy Group (CSBAG) has asked the government of Uganda to allocate more funds towards development expenditures.
Julius Mukunda, the Executive Director of CSBAG, suggested on Tuesday, June 13, 2023, that at least 70% of the total national budget in the coming financial year of 2023–2024 be allocated for development expenditures.
He said the government needs to put in place a mechanism for managing low- and non-performing projects by enacting a legal framework on public investment management.
Mukunda also urged the government to manage the country’s growing debt so as not to compromise service delivery.
“We are not adjusting to the new normal of reducing consumptive budget expenditures and living in denial. It’s our appeal that 70% of the budget is allocated towards development expenditures,” he said.
The government of Uganda has revised the 2023–2024 financial year budget to UGX 52 trillion from the previous UGX 51 trillion.
Uganda’s national budget for the coming budget is due to be read on June 15th at Kololo Independence Grounds by the Minister of Finance, Matia Kasaija.
This was contained in the corrigenda to the budget for Financial Year 2023/2024 that was laid by the Minister of State for Finance, Planning, and Economic Development (General Duties), MP Henry Musasizi, on Wednesday, May 10, 2023.
A budget is a forecast by a government of its expenditures and revenues for a specific period of time. In national finance, the period covered by a budget is usually a year, known as a financial or fiscal year, which may or may not correspond with the calendar year.
