Buzeki Takes over as KCCA ED; Lukwago Threatens Tough Times Once Undermined

The newly appointed Kampala Capital City Authority (KCCA) Executive Director, Hajjati Sharifah Buzeki, has been sworn into office, and she has pledged to deliver massive transformations.

She announced this shortly after being sworn into office alongside her deputy, Benon Kigenyi, on Tuesday, January 8th, 2025, during an event presided over by the head of Public Service, Lucy Nakyobe, at the City Hall.

Buzeki emphasized commitment to enhancing public safety and infrastructural transformation to deliver a smart Kampala City.

According Buzeki, her first days at City Hall will be crucial in setting the tone for the desired transformation of Kampala City to meet the expectations of its residents.

“I would like to extend my heartfelt appreciation to His Excellency, the President of the Republic of Uganda, Gen. Yoweri Kaguta Museveni, for entrusting me with this noble duty. I plan to engage with the community through town hall meetings to align KCCA’s development strategies with the needs of residents, “Buzeki said.

She further emphasized that the leadership transition marks a significant step towards addressing the challenges faced by Uganda’s capital as it continues to grow and urbanize while outlining her three-year vision for “winning the future,” rooted in a 10-point master plan, striking a tone of unity and reconciliation.

Buzeki pledged to tackle waste management as one of the key priorities and will use innovative methods to tackle the volume of waste generated in Kampala.

She also made commitment to resolve the city’s traffic congestion, street vendors, noise pollution, bad roads, and floods, among other issues.

Lord Mayor Erias Lukwago cautioned the incoming director to embrace working with all the stakeholders, including the political leaders, to avoid the recurrence of past mistakes that initially impeded the development of KCCA.

“If you are to assume the mandate of the Lord Mayor, pick up the nomination paper, go to the electoral commission, and talk to people. If you come to the City Hall here to assume the roles of the Lord Mayor and make me appear like I have failed, there is no space for you,” said Lukwago.

According to Lukwago, the previous KCCA EDs had completely sidelined his cabinet, a move that made it difficult to successfully deliver development within the city.

Lukwago said he is worried that without the structural plan for the KCCA, the newly appointed executive director won’t deliver the transformation journey of the city.

While presiding over the handover, the head of Public Service, Nakyobe tasked the new KCCA ED Buzeki to focus on four priorities, including rebuilding the infrastructures (roads, drainage system, among others), waste management, and corruption within the officials, and should engage with all the stakeholders to achieve the development.

On December 26, 2024 President Museveni appointed Buzeki as the new executive director of KCCA, replacing Dorothy Kisaka, who was sacked after the Kiteezi landfill collapse in August 2024. The incident killed at least 35 people and injured others.
