The State House Anti-Corruption Unit (SHACU) has arraigned Advocate Akleo Migisha before the Anti-Corruption Court on charges of forgery, theft, and conspiracy to defraud the Uganda Nurses and Midwives Council (UNMC), the statutory body mandated to regulate the nursing profession in Uganda.

The case was formally presented on Friday, May 16, 2025, following a coordinated investigation involving SHACU, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

According to SHACU, Migisha, together with several others including a dismissed magistrate, Cissy Mudhasi organised a fraudulent scheme using falsified legal documents to irregularly secure an arbitral award. Through this process, they unlawfully obtained over UGX 444.3 million from the council.

“They falsely claimed to have been contracted by UNMC to develop a software and database application, for which the Council failed to pay,” SHACU said in a statement.

“Through a fabricated court process, they secured a fraudulent garnishee order and used it to access and withdraw over UGX 444.3 million from the council’s account,” the statement added.

Migisha has been remanded to prison until June 17, 2025, pending further court proceedings.

This case highlights the serious consequences of corruption and reinforces the need for transparency and accountability within public institutions.

It also demonstrates the ongoing vigilance and collaboration among Uganda’s anti-corruption agencies in exposing and prosecuting sophisticated fraud schemes that erode public trust and undermine institutional integrity.
