An official working under Kigumba district local government is now facing charges of embezzlement after he failed to account for funds worth shs 32 million allocated to Uganda Wildlife Authority (UWA).
The Inspectorate of Government (IGG) ordered Fred Kagara, the assistant town council of Kiryandongo district, to return the stolen money within a period of 60 days.
This was after in investigations. conducted by IGG Hoima Regional Office revealed that Kagara, while working as the acting sub-county chief of Kigumba sub-county, Kiryandongo district, received revenue-sharing funds worth UGX 89,728,689 from Uganda Wildlife Authority (UWA).
The Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, confirmed these findings in an official statement dated Wednesday, March 26, 2025.
“The funds were spent on various activities, including reduction of human-wildlife conflicts and improving the livelihoods of households in frontline villages,” Twinomugisha said.
Upon verification of the accountability, it was found that Mr Kagara misappropriated a total of UGX 32,086,000,” the statement read.
The deputy IGG said that the order was made in line with Regulation 15(2) of the Local Government (Financial and Accounting) Regulations 2007.
“He is expected to deposit the funds to the Inspectorate of Government Asset Recovery Bank Account within 60 days (May 11, 2025) from the date of receipt of the refund order on March 12, 2025,” she stated.
The Inspectorate of Government maintains its mandate in promoting public accountability and warns public officers to always stick to accounting regulations while executing their duties.
