President Yoweri Kaguta Museveni has applauded the amalgamation of the South and Eastern African Chief Justice Forum (SEACJF) that he presided over with 18 Chief Justices in attendance participating in the Conference under the theme Enhanced Access to Justice, emphasizing reforms in African Judiciaries.
Justice Alfonse Owiny Dollo, the Chief Justice of Uganda, on Tuesday, October 1, 2024, at the Speke Resort Munyonyo hosted this year’s Conference of SEACJF, which was established in 2003 as an association that brings together Chief Justices and Judges from over 16 countries to discuss contemporary issues affecting justice delivery in the region.
President Museveni told the dignitaries that the unification of chiefs and judges gears up transformation and creates independence for African countries through integration as the judiciary unites to promote the rule of law in a south and eastern region in Africa.

He added that fundamental human rights, democracy, and good governance ensure prosperity, equality, and most importantly, peace and security for all citizens in Africa that allow business rotation as per capita income gross among citizens.
“African societies must wake up and advance in science and technology to address world changes that require science; therefore, African societies must change and adapt the level of science to match the economic base,’’ Museveni said.

Last year, the Southern and Eastern African Chief Justices’ Forum (SEACJF) was held in Arusha, Tanzania, for an annual general meeting to mark the 20th anniversary since the establishment of the Forum. On Monday, October 23-26, 2023, the topic of the conference was “the Role of the National Judiciaries in Dispute Resolution under the African Continental Free Trade Area (AfCFTA): Application of Modern Technologies for High Efficiency in Justice Dispensation.”
The South African Chief Justice Forum provides a formal platform, structure, and framework through which the Chief Justices of Eastern and Southern Africa and Africa at large are able to collectively reflect on critical issues on justice delivery and adopt action plans to address those issues in a systematic and sustained way in order to strengthen justice delivery in our region.
